co-creation of Denmark’s first fully digital employment experience for Youth
In close collaboration with Frederiksberg Kommune, Virtual Hive is developing an innovative virtual jobcentre designed to empower young people in their job search. Rooted in KL’s national ambition to modernise employment services, the platform addresses digital transformation, budget pressures, and the need for inclusive, future-ready support.


How we’re helping Frederiksberg Kommune bring job support to youth—virtually
Frederiksberg Kommune, Denmark’s 7th largest municipality, is co-creating a digital employment centre with Virtual Hive to meet the needs of local youth navigating the job market. The ambition: build an intuitive and interactive digital universe that makes employment guidance more accessible, personal, and engaging.
This initiative directly supports KL’s 2021 strategy (the overarching organisations for all Danish municipalities) to digitally transform job centres across Denmark—responding to sector-wide challenges like staff limitations, budget cuts, and the changing expectations of young citizens.
In partnership with Frederiksberg Kommune, Virtual Hive is designing a fully branded and human-centred virtual environment tailored for “ungeindsats”—the youth initiative. The platform combines live guidance, self-help resources, training modules, and interactive tools—all within an easy-to-navigate, mobile-accessible space.
The virtual jobcentre is designed to be more than a static service—it’s an always-on hub where young people can explore opportunities, book meetings, attend digital workshops, and get matched with relevant information based on their needs and readiness.
With real-time analytics and UTM support built-in, job consultants and administrators gain clear visibility into platform use, engagement trends, and the effectiveness of their outreach—enabling data-driven improvement over time.
The result? A forward-looking model for youth employment services that increases access, strengthens engagement, and sets the stage for how municipalities can modernise job support—at scale and with empathy.
